A Town Called Panic was originally a popular series of tv shorts distributed by Aardman Animation, which probably made the decision of making a film easier.

Okay, but that only punts the question back to "How did that TV show get green-lit?"
But then, I don't understand how shows like Teletubbies or In the Night Garden come about, either. I presume it's empirical child psychology, public service broadcasting and psychedelic drugs, mixed in the proper proportions.

Actually, concerning the teletubbies, I kinda get it. It's full of colors, a calm narrative voice, repetition and animals. You really can't go wrong with that, as far as children go. As an adult, however, it's obvious the creator was on acid.
Sid and Marty Krofft laugh at the weak drugs the Teletubbies creator took.
On Topic, though, I have absolutely no idea why 'On Stranger Tides' got green lit.
